As a wealthy country, NZ is ranked low in the Unicef Report on Child Well-Being. Phil speaks with Dr Russell Wills, Children's Commissioner who says child poverty reflects government policies and priorities and that NZ doesn't have a plan. As Commissioner he seeks a commitment to resource the protection of the most vulnerable. First b'cast April 2013
